Apologies for the delay in approving your comment, but you need to be mindful of the time differences.
To answer your question: Siri pulls the names from the list of contacts, and only announces names that are already in that list.

I am wondering where Siri gets the caller’s identity. Does Siri find it in your Contacts list or can other callers be identified?
